The Aged Care Act 2024 and Aged Care Rules 2025 commenced on 1 November 2025, introducing a new registration system managed by the Aged Care Quality and Safety Commission.
Providers of government-funded aged care must demonstrate suitability, capacity and capability to deliver safe, quality care.

What you need to know
The six registration categories
Categories are based on service type, risk level and associated obligations.
Category 2
Assistive technology, equipment, aids and home modifications. No audit is required for registration.
Category 3
Advisory and support services, including social support and community engagement. No audit is required for registration.
Category 4
Personal care and care support in the home or community. An audit against the strengthened Quality Standards is required.
Category 5
Nursing and transition care. An audit against the strengthened Quality Standards is required.
Category 6
Residential aged care, including respite, with an audit and service-specific approval requirements.

Seven strengthened Quality Standards apply to Categories 4, 5 and 6. They cover the person, organisation, care and services, environment, clinical care, food and nutrition, and the residential community.
Support at Home commenced on 1 November 2025. The Commonwealth Home Support Program will transition no earlier than 1 July 2027.

How long does aged care registration take?+
Timing depends on your categories, whether an audit is required and Commission processing times. Allow several months and start early.
Do all categories require an audit?+
No. Categories 1, 2 and 3 do not require a quality audit. Categories 4, 5 and 6 do.
What are responsible persons?+
They are people in key leadership and governance roles whose suitability is assessed by the Commission.
Can an NDIS provider also register for aged care?+
Yes. The systems are separate and have different standards, but an organisation can hold both registrations.
